Open a New Image 500 x 400.

Choose a misted scenic tube and a misted couple tube of your choice.

Choose a dark color from your misted scenic tube, Flood Fill your New Image with this color.

Add a New Layer, add your misted scenic tube.

Add a New Layer, add your misted couple tube. Change the Blend Mode to Overlay.

Add a New Layer, add some text.

Add a New Layer, add your name.

Layers Merge Visible.

Add a 2 pixel border.

Effects, Plugins, Alien Skin Xenofex 2, Lighting with these settings...

Edit, Copy, open Animation Shop, Paste as New Animation.

Back in PSP, Edit, Undo Lightning. apply the Lightning effect again changing the random speed to 7081.

Edit, Copy.

In Animation Shop, Paste After Current Frame.

Back in PSP, Edit, Undo Lightning.

Effects, Plugins, Eye Candy 4000, HSB Noise with these settings...

Edit, Copy.

In Animation Shop, Paste BEFORE Current Frame.

Back in PSP, Edit Undo HSB Noise.

Apply HSB Noise again, changing the random speed to 761.

Edit, Copy.

In Animation Shop, click on your third frame.

Paste After Current Frame.

Set your frames with the lightning effect  to frame properties 35.

Set your frames with the rain effects to frame properties 10.

Save as a gif.
