This is my own creation, any similarities to other tutorials is purely
coincidental and unintentional.
This is what we will be making...

you safely back to American soil.
Open a New Image 600 x 400.
Choose two misted people tubes of your choice.
Choose a pattern of your choice.
Choose a flag graphic of your choice.
Flood Fill your New Image with your pattern.
Click on your flag graphic, Edit, Copy.
Click on your flood filled image, Selections, select all, Edit, Paste Into Selection.
Lower the Opacity to about 50.
Add a New Layer, add one of your misted people tubes.
Change the Blend Mode to Luminance.
Lower the Opacity to about 74.
Add a New layer, add your second misted person tube.
Change the Blend Mode to Luimance.
Lower the Opacity to about 74.
Add a New Layer, add some text.
Add a New Layer, add your name.
Now click on your flag layer.
Effects,Plugins, Eye Candy 4000, Jiggle, with these settings...
Layers, Merge Visible, add a 2 pixel border.
Edit, Copy, Open in Animation Shop.
Back in PSP, Edit, Undo Add Borders, Edit, Undo Jiggle.
Effects, Plugins, Eye Candy 4000, same settings as before, except change the random speed to 156.
Layers, Merge Visible, add the same 2 pixel border as before.
Edit, Copy.
In Animation Shop, Edit, Paster After Current Frame.
Edit, Select all, frame properties set on 50.
Save as a gif.
